The rules should be made more clear. If the event was called the world cup of nations you wouldn't have a leg to stand on but as it is now there is room for interpretation and you may have a point.

While I find it sad that some topplayers won't be able to find a suitable teammate to make the country they represent competitive. I do not think it should be allowed. There are lots of tournaments where you can chose your teammate and you can see the chosen players compete there.
