There are a lot of various graphics and performance settings that come with the game and so far as I know nobody has really tryharded at getting optimal benchmarks from the settings, or at least they haven't posted about it anywhere yet, so I don't yet think we can say yet how good of a PC you actually need to run the game. If you turn off a few of the most demanding features you may get double or triple the performance, which is how PC games usually work. If you need it, tweaked config files will squeeze out a bit more. Most people don't need or even want AA+UHD+bloom and so on. Also, video card manufacturers usually drop a driver update to optimise hardware behaviour for major new releases around launch day, and whether they will do that for DE remains to be seen. Overall I don't think it's that fair to immediately assume that the game will be literally unplayable on a low end machine or laptop just because some knuckleheads played a few beta games with the stock settings and got a bit of lag.
It should be noted that the minimum hardware reqs given on the Steam store page are about the same as an ordinary laptop with integrated graphics, so FE at least seems to think the game will run.
