Masters of Arena 2: Rules & Settings
Format:
Starting date is Friday the 9th of May 2014.
The tournament itself will follow a format of Double Elimination, each round will last 1 week. Players that need to earn their spot will have to play a Single Elimination Qualification Stage and may schedule as fast as possible. Brackets can be found further down in this post.
All tournament games should be played in Voobly's tournament lobby.

Scheduling:
The Qualification Stage will last 1 week in total. Some players might need to play 2 games in that period.
Every round after that will last 1 week, meaning each player has 1 week to schedule and play the games before the deadline of the round which is Sunday 23:59 GMT. You are encouraged to provide your best times and schedule as efficient as possible throughout the whole week in order to get the games played in time.
The staff will be very strict regarding scheduling, and difficulties might end up in Admin Times or Admin Wins.
Once you and your opponent confirmed a time to play in the Scheduling Forum, the maximum waiting time is 30 minutes. More than that, the player that came and is waiting must take a screenshot showing the World Time Server (so the current time is clearly visible) and Tournament Lobby Game Room, and post the screenshot in Admin Win Requests topic, with a link to the post in the Scheduling forums where the game time was arranged and confirmed.
Recorded Games
All matches must be recorded and uploaded to the Recorded Games Forum before advancing to the next round. There will be NO exceptions. Restarts need to be included in the pack. The games must have an easy to understand name.
Game naming examples:

MoAre2 Last-16 Lojza vs Edie G1.mgz
Streaming
No player will be allowed to refuse the presence of a known Streamer (AoCZone, Voobly, ZeroEmpires) who has identified himself as such. A minimum of 01:30 Spectator delay (set by the Host of the game) must be set. The players can request for a delay of up to 05:00 minutes.
After a game is over, the host must wait for the Streamer to come back from the previous game before launching the next one.
Restarts
In a Best of 5 each player is awarded two restarts each.
In a Best of 7 each player is awarded three restarts each.
You may use no more than one restart per map. That means that if you've used one restart for G1, and still have a restart left, you are not allowed to use another restart for the G1.
A restart must be requested no longer than 4 minutes of game time (remember that this is shorter than real minutes). Games that are restarted must be included when posting recorded games of the match. When a game is restarted, the civilizations must be the same as in the previous attempt.
Map Bugs
If a player has ressources trapped in the forest, he can ask for a restart during the first 8min. The game must then be replayed with the same civilisations.
If a player has no door to the middle field, it also fits in those conditions.
Any lie about a bugged map may lead to an admin loose for that map.
Dropping
Dropped games need to be restored.
Third Party Tools
The use of any third party tool is prohibited. Examples are, but not limited to: Modified game files, syncers, crashers, network throttling devices (purposely lagging programs), and other such tools. Violation of this rule will not only result in disqualification from tournament, but termination/punishment as the Voobly staff team seems fit.
Misc
Any issues with the client that may arise will be dealt with by the tournament mods/admins as they are presented.
You may only play on your account, and may only enter the tournament with one account. This also includes playing for someone else if your account was eliminated. Failure to follow this rule will result in disqualification of all involved accounts.
Any rule can be added/modified at any time as seen fit by a tournament mod. This rule exists to stop and punish potential exploitation of loopholes in current rules.
